Davor Vuleti ć How far West can Bosnia and Herzegovina go from the Balkans? How many bypasses and pacemakers will"the heart-shaped land 1 " need before joining the EU? The most logical starting point in the analysis of the foreign policy of Bosnia and Herzegovina and its impact on regional dialogue, with the focus on EU accession, is the only formal document that BiH has:"General Guidelines and Priorities for the Implementation of the Foreign Policy of Bosnia and Herzegovina", adopted five years ago. 2 The preamble of the document recognizes the priority for EU integration: "...fully aware of the need to accelerate the European integration process of Bosnia and Herzegovina, the Presidency of Bosnia and Herzegovina hereby defines the principles, guidelines and priorities of Bosnia and Herzegovina’s foreign policy in the forthcoming period." Part I of the General Guidelines states the principles. Two principles should be mentioned in the context of this essay. The first refers to the respect for international agreements and an active participation in international associations: "...while conducting the foreign policy-related activities, Bosnia and Herzegovina will act in accordance with the obligations arising from the concluded and accepted agreements and other international instruments and from its membership in international organizations and associations" The second principle is related to the peaceful resolution of open issues with other countries, whereby: "Bosnia and Herzegovina underlines its commitment to the peaceful resolution of bilateral issues, respecting the principles that represent an integral part of international law. In addition, Bosnia and Herzegovina advocates constructive dialogue in search for solutions to all open issues." In part II of the General Guidelines that sets out the country’s priorities,"BiH’s inclusion into the European integration process" is given as a third priority, after the preservation of sovereignty and to the implementation of the Dayton Peace Agreement.
